Can I bind coverage over the phone or internet?
No.  All binding will be done at the time an agent responds back and the appropriate premium is collected.

Am I required to have flood insurance on a property where I have no mortgage?
Possibly.  Some carriers require a supporting flood policy for those homes in particular flood zones.

Do I need to list all drivers in my househoold?
Yes.  All licensed drivers living in the household should be listed on the policy.

If I switch insurance carriers and have a mortgage, do I need to notify my mortgage company?
Yes.  Especially if the mortgage company is paying the premium out of your escrow.  Most mortgage companies require the homeowner to request a payment to the new insurance carrier.
